This reminds of the saying..."Kattrorku sendra idamEllam Sirappu,"

So he got his GC after 1990. I bet his wife is a US jitijen and so are the kids... so he can always get US citizenship any day he wants and under any category he wants. It is not like the US will reject his GC or citizenship application ever during his life.
