hwai? Empty hwai?

No, I am not talking about Hawaii. This topic is about pronunciation of why as hwai by some Americans. Other words which get this special treatment are white-hwite, which-hwich, whip-hwip, what-hwat etc.
I used to think that only old men do this but yesterday I heard a female news reporter say hwite.

So, why (or hwai) do they do that?
