The most obvious answer is

If you have an army of well-heeled lawyers that know how to pass the negative buck (and risk) all the way to end of the line where joe schmo, the taxpayer is left holding the bag, then none of them are criminal enterprises. Everyone up and down the chain is protected multiple times over by legalese.

When do you go to trial? Only when someone has broken the law. And here, there is regulatory capture.

That is an excellent question, and it remained unanswered. I am glad she is on the committee. Wall Street pioneered regulatory capture, to the point that it is almost beyond hope now to regulate it effectively.

I like this lady. She even made the chairperson of SEC seem like a benchwarmer! I liked her last comment something like: "How can we have institutions that are too big to fail, yet be too big to litigate?"

** me too, i really like her. her daughter's married to an indina guy named tyagi. but elizabeth warren is also beautiful.
