Wasn't the game already lost for West Indies (needing 83 runs in 9 balls to beat India in the 3rd cricket T20 in Mumbai) when TOI posted the above note on its scoreboard before game's end (on Dec. 11, 2019)?

Moreover, considering a player (batter) cannot score more than 6 runs against a single ball, isn't the game theoretically over long before it is actually over in situations like the above (West Indies needing 83 runs in 9 balls to beat India, or more than 9+ runs per ball)?
