a) those who get new yorker cartoons
b) those who don't get them but act like they do
c) those who don't get them and admit they don't get them
d) those who don't get them and think the cartoonist is just screwing with the reader and really didn't mean for the cartoon to mean anything.

It means that other end is looking for a "No Strings Attached" solution/relationship...and since he is attached with a string, he will call her back when there are no strings attached. Blah! You oldies.

Could be related to the Cat String theory..a person who is "really not busy"..but has a big ego..when they know someone is attracted to them..getting some pleasure out of "playing hard to get...making them sweat"..
Same can apply to people in power positions, they may not have much to do..but "make people wait"..just to appear more powerful and important.
Or could be a G-string obsessed cat too, just wants to be done with whatever he's doing with it:)

It's a cat in a business suit. The setting seems to be a high-rise office/boardroom. Could be a metaphor for corporate America.

I think it's pretty open-ended, subject to a host of interpretations.
However, I don't agree with the no-strings-attached explanation. That idea would have been more tenable if the setting was the cat dressed in a robe lying on a bed.

Initially I thought it looks like a cat and interrupted it differently. Look closer it doesn't look like a cat - more like a wolf or a dog. No?

You're nitpicking. The business suit represents anyone in business. It didn't necessarily have to be a CEO. Could be a banker, any corporate rep. As it happens it is an "executive".
And it is most definitely a CAT. I inferred that not by looking at how the character is drawn, but from the piece of string. Again, consistency in metaphors.

I belong to the rather large group that does not read the New Yorker. When I had a subscription I usually did not pause to understand the cartoons.
