what hapoened in mujaffarnagar?

I don't know the whole story. Based on news articles in the Hindu and Indian express, I am writing down the sequence of events. I am not likely to be accurate with dates and places.
1. Gaurav was walking with his sister (or cousin). Shanawaz indulged in eve teasing. Gavrav protested but could not stop the eve teasing.
2. Gaurav went home and got some sharp weapons and a friend and went back to shanawaz's location. Clash ensured and gaurav inflicted serious wounds on shanawaz.
3. Neighbors heard painful cries from wounded and caught gaurav and his friend sachin. Both were beaten to death and motor cycle was burnt. Shanawaz died of his wounds.
4. This happened around August 19th.
5. According to khap panchayats, no action taken or no arrests were made for the murderer of two youths. That led to a mahapanchayat couple of weeks later. Govt promptly denied permission for the meeting.
6. Hat panchayat leaders defied orders and gathered anyway. Story gets confusing. Most likely story is that a bunch of tractors going home from maha panchayat were attacked by Muslim mob with guns. Jat knives were outgunned. At least three people were killed and thrown into a river to be found days later. News of this incident caused angry reaction from jat community.
7. Jats make up 60% plus of the area and Muslims range from 15 to 20%. Upto this tragedy lived in relative harmony. But now the divided communities fought with guns and knives. Result was nearly 40 dead.
8. Large sections of Muslim community is in shelters forced away from homes for fear of attacks.

This could happen again and again in India?
It was an unfortunate event that led to a major communal fight?
Could India find better ways to deal with difficult situations?
Experts point to mulayam's pro Muslim tilt and dark forces behind jats ( bjp's name was mentioned). It is also jat leader whit singh's territory.
What do you think?

the jats at jatland ( jatland.com ) forum are VERY angry....
earlier all of them used to talk of marrying within their own community to maintain purity of jat blood , but now some of them are talking about intermarrying with other hindus to strengthen their numbers in face of rising muslim population .

but those writing in english are having a debate between those advocating to discard the old religious traditions and marrying with rajputs brahmins gujars etc and forming a united hindu front to face rising muslim numbers---and those saying that pure jat genes must be maintained at all costs .

Muslims form a Koranic Majority in Muzaffurnagar. Hence, the RSS, Modi followers and the hindu fanatics and all hindus should have accepted the just punishment given to the two hindu rogues. They should have apologized to the peaceful muslim majority of Muzzafarnagar.

Bwahaha..if only they wouldn't abort their female foetuses, they could retain their pure jat genes and still have sufficient numbers. There are likely to be differences between two competing large communities of any area. Two religions or two castes or upper caste vs lower caste or two languages or even worse telangana vs seemandhra could be the source of tensions. In many cases unrelated individual localized fights turn into major peace shattering mega troubles.
How can India learn to differentiate minor dispute from major intractable issues and learn to fight about issues like corruption?
