I will go with option 2.
What will option 2 accomplish ? The judge will deny the charges. Meanwhile:

This is a very serious allegation and it cannot be left hanging like this. The intern, being a lawyer herself now, should not have acted in this manner and dropped the charges. Even more important is the fact that she has cast serious aspersions on the conduct of one of the highest constitutional functionaries of the land, and he has an equal right to take this to the logical conclusion and the matter be settled finally. Sexual harassment charges are not to be taken lightly and complainants should not be allowed to drop them at their will. By making this public, the whole reputation of our higher judiciary is at stake. It must be investigated and the guilty be punished. Or if found untrue, the complainant must be punished for false and defamatory allegations. Just letting this matter remain suspended is not in the interest of the public or the judiciary.

This is nonsense. Why is an accusation of harassment against one judge seen as putting the entire higher judiciary into disrepute??

Also, how are harassment charges to be proved / disproved? Forensics can't prove sexual comments or even a pinched butt or a squeezed boob. Unless the perp was dumb or brazen enough to do it in public, it will really boil down to a she-said-he-said and there's precious little that can be done by way of administrative sanctions on someone who's retired anyway.

It's very unfair to the victim, but she probably did the smart thing by not pursuing this further.
