adarsh scam - rahul drama

This story is a little puzzling.
first mh govt. appoints commission on adarsh scam. The commission did its job and submits the report to the same party govt. Report indict current ruling party leaders including current home minister.
Mh cabinet rejects the commission report. That may be a first. How can the same govt that apponited the commission reject its report? How much more obvious can one be? What was mh cabinet thinking? A school kid can figure out why they rejected the report.
no comment from Congress headquarters for several days. Opposition and some media going ballistic but Congress or pm does not have much to say.
now suddenly after Congress cm's meeting rahul asks mh cm to reconsider. Sonia chimes in to say mh will resolve the issue.
Question: why did mh cabinet to such a politically stupid mistake?
why was Congress headquarters silence for days after this decision?
If rahul was so upset withthat decision, why did he not pick up phone and ask cm to reconsider it? That would be discreet. Why embarrass mh cm in public?
Is this all Sonia / Ahmed Patel plan to create an anti corrupt rahul image at the cost of spineless slavish leaders like mms and mh cm? Will such tactic fool people of India?
