The speech reads better in the book than on television for two reasons. First, in the book we have Bertie as the narrator and we know the thoughts going through his mind while Gussie is giving his speech. This adds greatly to the humor in the scene.

Second, the actor playing Gussie is not that great. In this particular TV series there is another actor who plays Gussie in some of the episodes and I found him to be a better actor ( even if not in the Frye or Laurie class) than the guy who gives the famous speech.
