The reason why Telangana is formed:

"Party insiders say it was Digvijaya who had prescribed Telangana as the cure for the Congress, which was in tatters following the death of YS Rajasekhara Reddy and the revolt of his son Jaganmohan Reddywho later formed his own YSR Congress.

Naidu and Jagan had given in writing that they wanted bifurcation; it was only much later that both backtracked (Jagan more so).
Furthermore bifurcation was always a part of the Cong manifesto in 2009 and I think even in 2004.

So why put all the blame on Diggy?

We are looking at Diddy as a strategist. If you don't see that he failed on Telangana, then you are blind. CONs are struggling in Telangana and AP. That was not what Diggy expected. Added to the CON's misery, they are also not doing well in the rest of the country. He should quit before he pushes CON into oblivion.

Naidu and Jagan might have done what you suggest but look at how their strategy is paying off now. Both are expecting to do well in AP. They were not that strong in Telangana before the bifurcation and they don't mind that position continuing.
