to me, this was the most insightful comment:

Jindal appears to be someone who once actually had some morals, but got recruited by the party handlers, learned how to walk the walk and talk the talk, but poorly. He just doesn't understand the nuances of the fright wing tea partiers well enough to pull it off successfully. It's sort of a cultural difference, and no matter how hard Bobby tries, he'll never quite get it. So he struggles, and he says all the right things, and the goobs see that there's some resemblance to the kind of creature they want to see, but they're just not getting his crazy dance.

Think of it this way: In many cultures, if the dance isn't done exactly right, with the hands and fingers and moves all done exactly correctly, the audience sees it as false and bad work. Same thing here with Jindal trying to be a fright winger in the deep south's culture. He just isn't doing the dance right.

In other words the color scheme just does not fit. He changed everything he possibly can except the color.  I would have more respect for him if he had lost as himself trying to overcome rather than sell his soul.

no, he's just doing it wrong...if he were from somewhere say in the northeast or west coast or even the upper midwest where you dont need to be a white christian, he *probably* woulda risen farther without having to become a grotesque caricature, but it is what it is.
