The Trump admin made enemies of the intelligence agencies in month 1. Next up the CBO:

Their MO is to discredit anyone they know will oppose them. They know that they need to discredit the intelligence community, because they know their own actions are not above board. The know that they need to discredit CBO because they know this Republicare bill will cost us more money and cover fewer people. It is a deliberate preemptive strategy in both cases.

The preemptive strategy is quite interesting. The Bushies were for preemptive military strikes on other nations. Trump is for preemptive attacks on his own agencies.
