‘Garden city’ (Bengaluru), ‘IT capital’ and now second capital of India? The Karnataka government thinks it is possible.

In a letter addressed to Prime Minister Narendra Modi, Large and Medium Industries Minister R.V. Deshpande has sought the status of second capital of the country to Bengaluru.

Pitching the need for a capital besides New Delhi, more so in the south of India, Mr. Deshpande has, in the letter dated January 5, said the ‘tech capital’ fits the bill under various parameters, including being a ‘cosmopolitan’ city and ‘safe from natural calamities like oceanic tidal waves, earthquakes and extreme weather conditions’.

“It is also safe from attack by external forces, as it is not close to the physical borders of the country. As a cosmopolitan city, it houses people with many different languages and is probably the only city in the country where you can manage by knowing any one of the Indian languages,” Mr. Deshpande has said in the letter, adding that the city is also a hotbed for industrial development, information technology and biotechnology. He equated Bengaluru’s diversity in student population and professionals to that of New Delhi.

Seeking the establishment of a Supreme Court, the Union Public Service Commission and holding the winter session of Parliament in Bengaluru as the first steps, the Minister has said that this will help in deeper integration of southern India into the scheme of overall development, while also creating decentralised systems and decision-making given that a ‘distant administrative system’ does not do justice to the ‘rich and complex history of development and culture’ of south India.

The move to establish a second capital, Mr. Deshpande said, would help create newer opportunities in trade, cultural exchange and scientific and industrial innovation in Bengaluru while also giving ‘voice to the aspirations of millions of south Indians to feel that they are part of the national mainstream’.

>>> Making any other city (Bengaluru etc.) as the nation's seasonal capital while moving there temporarily each year the official business and activity (including temporarily shifting the officials and staff / personnel) from the regular capital (New Delhi) will result in huge expenditure to the national treasury (including in maintaining the offices, buildings and infrastructure in two places, New Delhi and the seasonal capital). It will also waste a lot of time and effort in going back and forth between the regular capital and the seasonal capital and lead to slowing down the Govt. business and services. It probably will be better for any politician or official to get out of Govt. if he / she can't stand the climate in New Delhi, rather than seek another seasonal capital which will definitely add to enormous expenditure and wasting of time and effort on annual basis.

Bengaluru will be a good capital for SI when the country splits.

Delhi can remain as the capital for BIMARU India.

"Rs. 1 lakh crore (more 15 billion US dollars) to develop Bengaluru as India's second capital: Congress manifesto"

The ruling Congress in Karnataka wants to make Bengaluru the second capital of India. In its manifesto for the upcoming Assembly polls, the party vouches that at least Rs 1,00,000 crore will be spent on the development of infrastructure in the city.

“The Indian National Congress will ensure that within 5 years world-class infrastructure is created with a special package of at least Rs 1,00,000 crore through State Government, Government of India, consortiums and other alternate sources to make Bengaluru City eligible for consideration as the second capital city of India,” the party’s region-specific manifesto says.

The party broke up its manifesto into the various regions and revealed the same on Saturday in the presence of technocrat Sam Pitroda, alongside various leaders, including Bengaluru Development Minister KJ George and Karnataka Pradesh Congress Committee Working President Dinesh Gundu Rao.

The state manifesto was released on Friday by party President Rahul Gandhi in Mangaluru.

According to the manifesto, the Rs 1,00,000 crore will be spent on building more flyovers and executing road-widening exercises to accommodate the increasing vehicular population and to improve connectivity. The party also promised to expand the coverage of TenderSURE, white-top more roads in the city and utilize the basements of government buildings for parking.

Importantly, the manifesto also mentioned that it would put a stop to manual scavenging and arm workers with appropriate tools.

The party adds that if voted to power it will ensure that 30% of passengers will use public transport.............

The solution to Bengaluru's current problems (e.g. bad infrastructure, deteriorating health of people, etc.) is in spending the necessary money prudently to resolve such issues directly without seeking to turn Bengaluru as the second capital of India.

Making Bengaluru the second capital of India will not only worsen the already bad congestion and pollution in that city, but also add to unnecessary expenditure on regular basis for the Central Govt. (including to maintain the infrastructure and manpower in two capitals) while reducing Govt. efficiency and wasting money, time and effort in moving people etc. back and forth between New Delhi and Bengaluru every few months.

Better still we can have 20+ capitals for 20+ countries within Indian Union (like European Union). That is the future.
