because in India most of the ideas that relate to “progressive” values – human rights, gender and sexual equality, the right to free speech, religious freedom, constitutional values – are not those that have any substantial number of adherents. If people do subscribe to them, it is almost entirely in the wake of personal harm or that to the community (religious, caste, etc) to which they belong. They do not become collective social values and attitudes that cut across personalised boundaries.

A lot of Indians consider everything by Govt. as autocratic (including infringement on their religious freedom) even if it ultimately improves their lives or replaces / discards something which shouldn't have been there in the first place. The examples of this include the opposition and negative reaction by many people recently to the abrogation of Article 370 by Govt. and its effort to create one law (UCC) for everyone by getting rid of Triple Talak.
