Significance of national registry of citizenship
Considering the population of India at the time of Independence in 1947 more than quadrupled by now (end of 2019) in just 72 years, from 33 crore (330 million in 1947) to 140 crore (1400 million or 1.4 billion in 2019), the National Register of Citizens (NRC) seems an important step to keep track of population and slow down the population growth.

India already has more people than its resources (energy, space, water, minerals, etc.) can sustain them properly. A large part of Indian population thus lives consistently in poverty and the number of poor people in India continues to rise all the time, with the rise in population.
Some people talk about China having the similarly large number of people (143 crore or 1430 million or 1.43 billion) as India and yet Chinese people, according to them, enjoying better lifestyle and having healthier economy than Indians. But that is also the result of China (with a land area 9.6 million sq km or 3.7 million sq miles) being about three times larger / richer (including three times other natural resources associated with land) than India (with a land area 3.29 million sq km or 1.27 million sq miles).

It seems the Govt. might be trying to solve the overpopulation problem in India by curtailing the number of people from neighboring countries heading to India (as in the past) as refugees. It is natural therefore for Indian Govt. to have a law which filters out people arriving from neighboring countries as genuine refugees (persecuted as minorities in their home countries) while excluding others (representing the majority population in their home country and going to India mostly for economic reasons and not as persecuted minority).
