My research has led me to conclude that Dawood Ibrahim is secular and non-regionalistic. One of his key lieutenants is Chota Rajan, who is a Hindu of Marathi extraction. His real name is Rajendra Sadashiv Nikalje, but he goes by the Tamil-sounding name Chota Rajan. Rajan began his career under Rajan Nair, a southern Indian also known as Bada Rajan. Even though Rajan was a Hindu and worked for a southern Indian, Dawood Ibrahmin not only employed him but also allowed him to become his key aide. If Dawood was a regionalist or a communalist, this certainly would not have happened.
It also appears that Chota Rajan himself is secular and non-regionalist. When he split from his mentor Dawood Ibrahim and created his own startup company, he recruited Phillu Khan alias Bakhtiyar Ahmad Khan away from Dawood, although Phillu was a Muslim. If Rajan was a communalist, he would not have hired Phillu. If he was a regionalist, he would not have taken the name Rajan, which is the corrupted Tamil variant of the Sanskrit word Rajan.
After Rajan split with him, Dawood naturally tried to get Rajan killed, as was the custom for kings in those times. The noteworthy thing here is how Dawood went about killing Rajan. Instead of hiring Muslims, which he could easily have done, he hired Hindu killers to go after Rajan. This further proves that Dawood is secular.
Another data point to consider in this H-M synthesis is the fact that Dawood's organization used the Ganesh Chaturthi festival in Mumbai as a venue to project its power and raise money. If Dawood was communal, he certainly would not have done this.

I think Charvaka is going for the synthesis that Akbar and Dawood are one and the same.
They both are secular, non-regionalistic, philosophical scholar-kings who did India proud.
