in my opinion, there is no need for proficiency in hindi but it would help if rudimentary hindi is known to every Indian. the reason is that it is far easier for people in rural india and also people coming from underprivileged backgrounds to pick up hindi than to pick up english.

i once had a tamil colleague who asked me to function as a translator since he wanted to communicate with a security guard in our office building. the security guard was from assam and knew assamese, bengali, and hindi. my colleague knew english and tamil.

the fact that hindi is being given so much importance in AP to the extent that you have various Hindi pandit training colleges means that unemployed youth in UP and Bihar who have a good command over hindi can consider migrating to AP to become Hindi pandits.
