And that is - through private enterprise. If the same project were to be undertaken by the state or central govt., the end result will be imaginary trees in imaginary villages managed by imaginary or dead farmers, all the while lining up the politicians pockets with money borrowed from the World Bank or some other place that would help pay for their children's "foreign" education and family weddings or for financing other activities that help keep them in power.

strange. our own bicoastal liberals come to the exact opposite conclusion in amreeka and would like their hero to transfer a lot of pvt enterprise to public domain

A few years ago there was a news about officials in a NI state planting several hundred thousand trees but after a year the whole area (where the trees were supposedly planted) had no sign of trees. It seems either the trees were not planted at all in the beginning or perhaps nobody took care of them after planting and they died.
