One of the problems that need to be addressed and fixed is about Implementation of ANY supreme court decision in toto.

Currently, the governments flout the ruling or file appeals and suits against the SC ruling, pass legislation overruling SC verdict. What is worse, the SC itself gives time to plaintiffs to question its own "final" ruling. Essentially, there is no end to an issue when SC is supposed to be the end of all issues.

Cauvery issue will never be solved or any river sharing issue until this anomaly is fixed.
