An attempt at themed cryptics.

1.  City office holder. (11)
2.  Partisan refrain for a nostalgic song cooed. (3)
3.  Pettycoat worn as an undergarment by him in the refined language of the region. (9)
4.  Son again hid embarrassed by mother. (5,6)
5.  Her bad day unsettles city. (9)

Yes. "LANGA" is the pettycoat, and "TENA" = "by him" in Sanskrit (refined language). TENA uses LANGA as undergarment.

No. It's KCR (que cera cera - hom). I agree it's a stretch. Bhanumati sang this Dorris Day song in some movie (When I was just a little child ..... que cera cera, what will be will be ....). The kids who grew up here find it really hilarious (the way she rendered the English song with our swaras mixed with an excessive vibrato).
