I think she was arrested for making threats to Sangeeta and her family (which obviously terrified her and her family) and for using her influence to revoke the passport of Sangeeta, and probably for having a case against her in Indian courts, etc. US police are a paranoid bunch. I think in the new york area, they do a strip search on everyone who's arrested to make sure that they are not carrying any weapons that could harm the police officers and other inmates in the prison.

So is legally the income tax evasion and furnishing wrong info. on the income tax forms  a crime.  Are the tax fraud ‘criminals’ also subjected to the same type of strip search as in the case of Devyani (allegedly facing visa fraud ...  supposedly giving false info. in visa application)?
