Bulandi - success
Pasti - Failure (being past means being tired and defeated)

Poet is saying he has seen both, success and failure. And he went through both phases joyfully. 

PS: i think its badi masti and not badhi masti. badhi means increased.

what does guzra mean? i don't think there can be spelling mistakes in transliterating hindi/urdu in roman script. anyway this is from bishan bedi's twitter feed.

guzarna is to pass... means to go through something/somewhere. 

for example, kal main apne school ke paas se guzar raha tha toh mujhe school ke doston ki yaad aa gai. 

It's also used for passing away. When someone dies, they say xyz guzar gae.
