jala-sampanmoola = water resources
nadi = river
abhivRddhi = development 
haagoo = happen
gangaanadi = gangaa river
punaSchetana = bring back to life, stimulate to activity
sachivalayada = of secretariat 
hesarannu = name (as object, not subject)
hindiyalli = into Hindi
badalisalaagiddu = changed/exchanged
jala-samsaadhana = water resources
nadi = river
vikas = development
aur = and
ganga samrakshaNa = keeping Ganga safe
sachivaalaya = secretariat
endu = into, on to
marunaamakaraNa = naming again differently
maaDalaagida =  done, getting done

Now figure out what the newspaper clipping means..
