The best secular strategy for Modi and RSS is to come with a policy to provide free education for women until they graduate with a bachelor's degree and opt for 50% reservation for women without mentioning religion, caste or class.  Muslim women will get educated and make Mullahs uncomfortable. CONmen and Sikularists won't openly oppose such a move. 

Meanwhile, Amit Shaw, Bhagvat, Ravi Shankar Prasad, etc., should wear burkhas in the nights and have some RSS guys dress like mullahs. The burkhs clad "women" will then beat up on mullahs black and blue. The TV channels will air the videos and monomaniacs will be outraged but they can't do anything. Come 2019, the Sikular vote bank will become very small. If Bakri imam issues a fukwa, educated Muslim women will denounce him.
