He can have any intent as long as he operates withing the confines of Law. This establishes he is a Law Abiding Citizen.

Sikular junkies didn't think that there was anything wrong when JNU desh-drohis were saying that they would break India into pieces. Now they are saying that Ramdev can't say that he would get rid of desh-drohis if the constitution permits.

Nobody accused him of being otherwise.
Your statement (in bold) makes no sense. How does threatening to behead someone establish that he has not broken *any* law? Can you vouch for his honesty in paying taxes for example?
