i am unable to tell you with certainty whether that is a Mughal painting (let alone an Akbari painting) or even a Rajput or Dakhani painting or not. It is possibly a modern painting representing an attempt to mimic the medieval indian styles of painting.

is it in the akbari style? i find it interesting that someone would choose to display it next to a urinal in a men's bathroom.

No he had nothing to do with Akbar. The first Nawab of Arcot was a representative of Aurangzeb.
