on the surface it is..

It will likely work in the case of retired people and in the case of senior citizens. It might work in case of health care.

But, transferring cash to the vast number of poor people - that too in Bharath - will end up in men's hands, which will be wasted in booze and unnecessary spending.

Oh..wait...Indians will figure out ways to introduce corruption into this system.
