1. Going to war. When a mafia family goes to war it's men shack up with guns and mattresses in apartments. Hence the term.
2. A strain of stupidity ran through the Bocchicchios. They were not as clever as other Sicilians. But they had very strong family ties, stronger than even other Sicilians, and hence they stumbled onto the profession of being professional hostages.
When Solozzo arranged for a meeting with Michael Corleone, after having made an attempt on the life of Michael's father, he arranged for a Bocchicchio hostage. What that meant was that a Bocchicchio would be present with the Corleones while Michael was with Solozzo. If Solozzo were to kill Michael then the Corleones would kill the BBocchicchio hostage and the Bocchicchios would blame the death on Solozzo and would go after him. The Bocchicchios had such a reputation for vengeance and ferocity that having a Bocchicchio hostage meant gilt edged insurance.

My only misinterpretation was with Bocchicchio's inability to compete with the existing mafia families. I thought they opted to be "agents for vendetta" instead.
