British PM David Cameron is visiting India, and he will go to Amritsar to visit the Golden Temple. In an interesting bend in the arc of history, he goes to the city to court Punjabi votes back home. And there is speculation that he will express regret for the massacre that happened 94 years ago. It is not clear whether he will actually do it, and even if he does it won't quite be an apology; but democratic pressures produce outcomes that one doesn't expect from mere geopolitics.

More Sikhs were murdered under Congress rule than the JalianWala Bagh incident.

True, and I don't think Congress is about to apologize for that.
