Even if the case was closed, wouldn't he be red-flagged in INS records as absconding, provided he entered the country legally?

New birthcertificate, new passport...Razz

I came across many in India, who after getting rejected repeatedly from one consulate, going to another consulate with a new passport. Domincal republic in the 80s/90s was like India in the 70s and even worse.
