UPA 1 performed commendably. UPA 2 has been struggling and is at its worst point now. What can you expect from a weak government that is constantly concerned about a no-confidence motion where the parliament is only working 2/3rd of the allotted time with filibusters and delays in passing bills? Absenteeism is rampant. Isn't it time for a policy of no-show no-pay to be enforced?
