What is the benefit to delay the state formation? T area is beyond reconciliation. You cannot run a state with a reluctant population. These actions help some Congress leaders win few seats.
The only option is a negotiated settlement between major stakeholders over a period of 2 to 3 years. Congress would not let any non Congress players any role in the division.

The issues related to the division should be finalized to the satisfaction of both parties before the T bill is introduced. This is actually in the long-term interest of CONmen. If CONartists get the T-bill passed before the election and lose power in 2014, BJP won't honor CON-commitments (there is no money floating around). Then, Andhra is screwed.
