Major debate on Karnataka Anti-superstition Bill 2013

It mentions practices like Piercing of body done for faith (not sure where the dividing line between superstition and faith is here), but does not mention beating oneself up by Shias during Muharram OR water pouring out of Statue of Mary.
Throwing Colour on Women happens during Holi also. Is Holi supposed to be banned ?
What about Muslim Peer Baba's who give Talismans? Isn't that Superstition ?
Going beyond the mandate
Apparently the Bill has gone beyond its mandate and is now seeking to include
a) Future predictions (essentially astrology) under its ambit, by saying that Future predictions that cause financial loss is to be included.
b)It censures those proclaiming to have possessed godly and spiritual powers. What about Christian Pastors who go on GOD TV everyday claiming to heal the Sick ? Silence on that.
c) It says "promising to provide solution after monetary consideration" is illegal. This basically means every Hindu Godman/Godwoman who accepts donations for their advice can be considered illegal. But interestingly what about Christian Missionaries who claim to provide financial solutions. Since time immemorial the missionaries have provided financial inducements/freebies to those who convert. Will they be covered too ?
d) It now goes into the issue of Segregation of Pregnant and Menstruating Women and declares it illegal. But Muslim community supports segregating Women in general and force a Burqa or a veil on them. It does NOT consider that.
Hypocrisy of the first order.
If the Bill seeks to reform Hinduism, it is better to identify some well respected leading edge reformers for the cause, rather than as an effort by a government or Sociologists, especially a government formed by an allegedly anti-Hindu party like Congress that is divisive and seeks to divide Hindus to retain power. This will only inflame passions and lead to conflicts. We do not know the background of this guy called Prof Jasphet who has championed this bill, by going beyond the mandate, with language that is so broad that it can be mis-interpreted to harass folks in the future.
Wonder why Prof Venkata Rao of NLSUI allowed associating such a reputed institution, with such an issue.
