Looks like it.

The man does not even have a college degree.

But he was better as a PM than Dr.  MMS who went to Oxford and Cambridge.

Gowda was a disgrace to the PM' post. Naidu was responsible for installing him in that chair. So, I would blame Naidu for that. MMS, unfortunately, allowed MT to interfere with the govt. and she is not that different from Mussolini. Her populist measures and corrupt ways may eventually ruin the CONparty. Her vote-banks are getting educated and are more aware of what is best for them. So, they are gradually moving away from CONs.

What did Deva Gowda do that was disgraceful? He did not belong to so called elite circle in Indian politics. He wore veshti wherever he went.

Was there that much corruption during his tenure like what is going on now?

What did Gowda do as the PM? In K'taka, he plays caste politics and he is not that diferent from Laloo and Mulayam. He is a corrupt, sikular looter. There is no evidence that MMS has made black money and became wealthy.
