If you follow the sequence events/statements closely, it is obvious that the chess match between DoS & MEA has been going on for a while. Devyani appears to have anticipated what's coming her way, was well prepared and implemented next course of action, may have had MEA's backing. 

So far, Q1 won by DoS, Q2 by MEA. This is half time, let's wait and watch the 2nd half of this tussle.

The more I read about it, the more I'm convinced that this is a battle between DoJ/S and GoI, Devyani has been made a scapegoat. DoS has been asking GoI (or MEA) to fix this maids issue in general but GoI snubbed them. Complaint from Sangeeta Richards has provided DoS with a perfect platform to show who is the boss, they deliberately went out of their way with the arrest, strip search and what not. I read somewhere that Vienna convention safeguards even consulars, they can not arrested unless they committed a grave crime not sure if visa fraud falls under that category.
