The new company that has the contract to service consular services like issuing visa etc. was selected due to some congress MP's relations and this company now works as if they are in India. They purposely lose passports and then demand a bribe to look for it and find it if you pay the bribe. They take 2-4 months to issue the visa so a lot of Indians end up paying the bribe to ensure their trip to India is not delayed. This is one reason why American Indians dont like the Indian consulate people as they are very rude when you ask them for help.

I used the old external visa services and new services.
The forms and few logistics involved were lousy then and lousy now. But visa processing turnaround is pretty much as promised.
Based on my extended family usage of visa services we have not encountered any bribery situation.
These services deal with lot of people. So experiences vary. The above could be typical exaggeration by a dissatisfied customer.
