Amethi is Rahul's bastion. It's Rahul who AAP needs to challenge, not Modi in Amethi.

Kejriwal just ordered 600 liters/day of free water for everyone (not just those who can't afford to pay). There is something called cost-of-service for water, electricity, etc. They cost something to get it to our homes. That cost must be recovered. Otherwise some other service needs to be cut to provide for that free water. Also, once you offer water/electricity free, people get used to thinking that it's their constitutional right, and budget troubles / social unrest start.
It's somewhat like 1 rupee per kg rice program of NTR (at least he didn't offer it completely free).

Kejriwal the politician is probably focused on 2014 parliament elections. In a splintered lok sabha even a 5mp group could be influential.
Aap's location in Delhi is a force multiplier. They get publicity beyond their actual strength. Hope it does not go to their heads.

NEW DELHI: The Aam Aadmi Party on Monday kept its promise of free water - 20 kilolitres per month or an average of about 660 litres a day per family - but it came with a rider and a whammy for bigger water consumers. The rider is that if consumption exceeds 20 kl, you would be billed for the entire water consumed, and the whammy was that water rates would be hiked by 10%.

In other words, while AAP largesse would benefit around nine lakh families, for the remaining six lakh families water would become more expensive, and going ahead, this could accentuate the rich versus poor debate. At present, free water won't be available in the NDMC areas, Delhi Cantonment and Dwarka.

This could work if each individual family usage is metered properly (i.e., the meter readers are all incorruptible).
Reminds me of a story of the two queens of a Maharajah of Vizianagaram and the hour bell striker. The Maharajah was supposed to spend with the elder queen from 9:00 PM till 1:00 AM, and with the younger queen from 1:00 AM till 5:00 AM, and then attend to his daily exercises (as if he didn't have enough already). The younger queen wanted a little more time with her hubby, and so she bribed the hour bell striker to strike 1:00 AM bell at 12:00 MN. Then the older queen got wind of what had been going on, and she gave double the amount to the bell striker to strike MN at 1:00 AM, and this went on for a while before the younger queen ....... The guy who struck the hour bells got very rich in a very short period.
