The idiomatic meaning is - anything goes (it is derived from the Puri Jagannath's temple's no caste policy within the temple walls).

this story has so many levels. first the astonishment that people eat donkey meat, then the idea that they are upset that it is tainted with fox meat! and then the fact that it's walmart an american company that's screwing them by selling weird meat tainted with weirder meat.
