i think Modi is fully capable of instigating another riot if he is in power in the event that he thinks he is losing an election. Because communal riots benefit the BJP since they lead to communal polarization.

Many judges have said worse things about Modi. Former Chief Justice of India VN Khare has said if he had the power he would have registered an FIR against Modi. Surely it can't be that so many judges are ignorant of the law. I think it is permissible for a retired judge to express an opinion about a pending case.

If any judge, including a retired or retard, has any real evidence about Modi's complicity in the 2002 riots, he / she should take it to the court where the appeals etc. about the case are still pending. Just shooting the mouth in the media according to personal opinions and imaginations by any judge is not enough to prove Modi guilty.
