since all political parties as of today support the quota system (and this includes your apparent favorite Narendra Modi--he is going around championing his OBC status in Uttar Pradesh) what is the solution to this menace? How should the quota system be eliminated when all political parties in India support this system?

The quota system based on caste and religion and its use by politicians in election campaigns to get votes is a black mark against Indian democracy and secularism.

The quota system as defined in constitution in 1947 is a Collective Sacrifice made by the Hindu Society for the betterment of other HINDUS who were oppressed for thousands of years.
It was NOT meant to be given for those who were former rulers in the social strata of India.
SC/ST quota was the only one enshrined in the constitution and was supposed to be a for a limited time as envisaged by Ambedkar. That was its Singular purpose and nothng else.
On SC/ST Quota, the following changes are needed
a) A path to reducing the quota correlated to a set of metrics of the SC/ST population's development
b) Adding in place a restriction that only one generation of folks get to avail this (this is difficult to put in place, but it can be done), so that maximum folks can avail of these benefits. An easiest way to do this, is simply say that the new restriction will apply for every person born after a certain cutoff year, and avoid the issues of applying to those who have already assumed that they have that benefit.
c) Clearly state that only HINDUS and/or other religions which has had a history of Casteism (as on 1947) and recognize casteism officially be allowed to avail this.
The MBC Quota was brought in without clear guidelines and the framework was not clear. The main difference in MBC Quota Vs SC/ST quota was that it was meant for economical backward for all religions. But because Islam and Christianity does not have a concept of Caste. They used an artificial construct of Hindu Caste Origination to figure out who should benefit. This was a BIG mistake.
Some basic changes needed in MBC Quota.
a) Either they should have used Islamic Hierarchy (Ashrafs, Ajlafs etc..) OR Ideology based difference Barelvi/Deobandi/Bohra/Ahmadi to segregate them and figure out which community was most economically backward OR if that did not yield clear results, just used pure economic basis. I do not understand the concept of giving entitlements based on strength in Population. It is meaningless and encourages conflicts in perpetuity.
Similar in Christianity they could have used Protestants Vs Catholics to figure out who were backward and if it was not clear used pure Economic criteria. The concept of linking the Hindu Origin is meaningless. Because the Hindus who leave Hinduism have no meaning of a caste/sub-culture.
Such constructs just encourage organized /inducement based conversion and as Gandhiji himself had said Conversion is a Form of Violence and undermines India.
b) The same restriction of using it for one generation should be added for the MBC Quota also. Under no circumstances can a purely religion based quota be considered OR given, India basically wanted to be secular, but given the partition related genocide, not making decisions based on religion was the ONLY guarantor of Peace for Hindus in India, since Islam has been known to make Political decisions based on religious Mobilization (Political Islam).
c) Reduce the quota when the economic metrics of these communities match those of other communities outside Quota, and apply correction factors if the community's population rate exceed those of other communities.
There is one question being raised by Muslims saying that in MBC quota, they do not get benefits, because allegedly their population is low. This is ridiculous. Government should invest in primary education of all communities including Muslims. After that within the MBC quota, merit should prevail on who gets it. If there are three economically marginalized persons, the best of the three should get in. But the key thing is all three should get same opportunities of Education, So government should invest in their school education till 12th standard and give them a chance to compete. That is where the thrust should be.
Yesterday SP has set a very dangerous precedent where they say Police Recruitments and religion based quota is going to be done based on percentage of population. This is basically against the constitution of India. This is a recipe for future conflicts , where Political Islam will aggressively encourage conversion to get their numbers High OR encourage unbridled Illegal Immigration after taking control of border states. This is how partition actually started and the article in constitution of not distinguishing between people based on religion for benefits, was first put in place. Ambedkar would have been ashamed if he hears this. EC should have debarred SP.

That's what the rich and educated Hindus framing the Constitution had learnt during their childhood while attending the Convent schools in India, even though was no real reason for such nonsense,
