Should Naidu and/or BJP allow those turncoat refugees from Congress (Rayapati Samabasivarao, NTR's daughter, Kavuri, pepper spray Rajagopal, and others) into TDP? Do they need these guys to win?

Looks like you have high regard for CBN who has never won an election on his own. If you look at his track record, he always gets desparate during elections, never looks confident. Remember the Grand Alliance from 2009 where he tied up with TRS, Communists yet ended up on the losing side.
 
BJP can't buy a seat in Seemandhra on its own, as it doesn't have any brand value. So they've to look for the candidates that can win on their own.

Except for NTR's daughter, all candidates you listed have the clout to win on their own. May be, that is the reason why they are being considered. 

I would personally keep them all away. They are there to make money for themselves (and in the next 5-10 years, there is a lot more to make in AP than in Hyd). 

If Naidu is really interested in developing AP, he needs to be very careful with this crowd. They have the ability to indulge in highway robbery in broad daylight. They are more seasoned crooks than Jagan.

Why are they not going to Jagan? Afraid of him or afraid he would hog the whole pot and lick it clean, and wouldn't even leave any crumbs for them?

There was an article in Hindu a couple of weeks ago, per that piece, YSRCP didn't want to cause internal dissent by taking too many ex-congress leaders, OTOH TDP appears to think it will help them. We will have to wait a bit to find out which strategy worked better.
