What the Indian women need to empower them and improve their lot are the same legal rights as enjoyed by men and not some kind of special gender based quotas which separate and isolate them even further from their male counterparts.  
In other words, Govt. should implement the gender-neutral UCC for the good of women and not worry about the gender-specific quotas.
