Not so soon. CBN did that during his prior term - even went public claiming that neither he sleeps nor lets the bureaucrats sleep. And the result was that these very officials both plotted and helped (in whatever way possible) YSR usurp power from CBN. NaMo better realize that. Bureaucracy in India has its own power and influence.
