because he has some 3000 acres of land in the area. It's alleged that the Sivaramakrishnan committee was influenced by this senior IAS officer. The committee never even bothered to visit Donakonda/Vinukonda area, but recommended it. Looks like some hanky-panky is going on.

Rayapati is not a very reliable character. Unless he provides more verifiable allegations, I would put these comments as either his personal propaganda or TDP propaganda.

I heard another version, proximity, closer to Nellore and Kurnool means Reddy domination which the govt. wanted to avoid at all costs (of course, including the future of APites).

One easily verifiable parameter is - did the Sivaramakrishnan committee (or some of its members) really not ever visit their recommended "Donakonda/Vinukonda as opposed to other places which they visited at least once?
