Hmm...sounds like another upper-caste conspiracy to keep OBCs, Dalits and women who are not Smriti Irani out of the power structure.

I thought it said "unless statutorily required not to do so." So OBCs, Dalits, and other reservations candidates should not worry, unless of course, they also want to compete (and possibly lose) for those jobs that the govt departments are "statutorily not required...."

Nonsense. Times of India reported in May that Modi has selected IAS officers fluent in Hindi to staf f Prime Minister's Office. Not kniwelegeable in Hindi, fluent in Hindi.
