Telegraph paper of Calcutta says on its front page:

Vikram Sarabhai, widely regarded as the father of India’s space programme but whose name did not figure among those mentioned by the Prime Minister in Bangalore on Wednesday.

The reason why Modi did not mention Sarabhai is because the Sarabhai family are thoroughly secular and Sarabhai's wife and daughter, who are still alive and residing in Gujarat, had criticized the role of Modi in the Gujarat riots.
