That is the scare tactic used by the Fakularists, and exploited to the max by the terrorists. If the Pakis are stupid enough to use nuke - that will be the end of Pakistan - in one way or another. It is not US to nuke India and get away with it. Not even the Ruskies try that - even against the Chinese in their border war in the 50s. If a country thinks only about the Armageddon and its own ultimate destruction as the only eventual outcome, it will be paralyzed and blackmailed to no end.

If India conducts a swift raid - keeping its military ready for action, expecting Pakis to launch a military strike - things will not go any further. India's problem is it keeps analyzing and over analyzing to the point of becoming an impotent.
