the congress govt. (upa II) was the most corrupt (and ineffective) govt we've ever had. everything boiled down to a scam (including mnrega). here is the scary nitty gritty of the recent coal scam. forget natural resources like coal blocks -- banks were LOOTED! read the fine print to learn how:

Loans worth nearly ₹2,00,000 crore extended to such assets, scheduled for commissioning on or before March 2017, became sticky. There was no coal to fire them.
