Rape used to be criminal, now a Social Problem?

Rape is often thought of as a crime, but I think it has become a SOCIAL problem in India.
Given the Indian male's mindset, Even Mothers raising their sons discriminating against daughters esp. in uneducated and poor strata of our society.
It has become a social issue, in a young India, where the rich and powerful always get away with it, and if the rapist is poor and the victim, well-to-do, results in an uproar. Its a sign as to how many poor women get raped by the men in power without even getting heard. Our society only gets angry when an executive gets raped by the poor.
Men in Haryana are seeking brides from Tamil Nadu, getting scared to have a daughter as a child, Punjab registered the most female infanticide.
The truth is - the society is turning sick esp. men - rich or poor.
And we pray to Goddess Durga, Goddess Sarawati, Goddess Lakshmi.
Bhagwat Gita, my foot.
Unless India develops an independent body, out of reach for these politicians, as powerful as Parliament or Supreme court - It will remain a system of loopholes.
