what the writer means to say is that the PAK FA is not really a fully stealth aircraft ( stealth aircraft is something that cannot be detected on radar or any other enemy sensor ) as it has been publicized . at the most it can be called low observable aircraft which will be more difficult to detect on radar than other aircraft but will not be fully stealthy .

to overcome this defect it will carry some really long range weapons that will be launched at ranges that are out of scope of enemy missiles . that is , even if the enemy radar detects the PAK FA , even then the enemy will be able to do precious little about it because the PAK FA will launch its missiles from such a far distance that the enemy missiles will not have the range to reach the PAK FA .

because weapons carried on external points make the aircraft detectable on radar and other sensors , the PAK FA will have an internal bay that will carry the weapons . to be honest even the american stealth aircraft will have internal bays , but their internal bays are smaller than the internal bay of the PAK FA and can carry smaller and therefore shorter ranged missiles . on the other hand the internal bay of the PAK FA will be larger and it can carry larger and therefore longer ranged missiles in it . so it aims to nullify its less stealthiness by long range firepower .

it remains to be seen how this will work out in actual combat however .
